Congregations were to raise up their own leadership.
Puritans focused strongly upon the Priesthood of all Believers.
And so, for Puritans, the congregation raised up their own
elders, who shared leadership with the elders of other
congregations.
The office of bishop, in their view, was not scriptural—and their
laying on of hands at ordination was deemed a superstitious
practice.
Monarchs had no role in selecting church leaders.
The State should exist as a theocracy.
Puritans believed that parliament was the proper council to enact
and enforce religious beliefs and practices.
